Cause: Hamilton proposed an excise tax (tax on specific goods) on whiskey to pay off the debts.
Effect: Farmers in PA. organized the Whiskey Rebellion in protest to the whiskey excise tax. |
President Washington led 13,000 federal troops into Western PA. to put down the rebellion and to demonstrate the new government will enforcing its own laws against angry uprisings.
Foreign Policy
1789 French revolutionaries led their own rebellion that toppled the reign of King Louis XVI. French aristocrats (wealthy) were publicly executed during the bloody period of the French Revolution.
War was declared between England and France. Thomas Jefferson and his fellow Democratic-Republicans believed the United States should support the French Revolution as France had supported the American Revolution. Alexander Hamilton and his fellow Federalists opposed the brutality of the French Revolution and encouraged President Washington to support Britain in its war with France. In 1793 President Washington issued Proclamation of Neutrality that stated that the USA would not take sides in the struggles of France and Great Britain and established a policy of isolationism in foreign affairs. |

Washington's Farewell Address
Washington released his "Farewell Address" to the nation in 1796. In it, Washington warned the new nation to avoid political factions (parties) domestically, in foreign affairs he advised the nation to avoid foreign alliances and to maintain a policy of neutrality.
